Since the end of the Cold War, “There have been a few cases where the IC was unable to put all the pieces together in a timely manner, e.g. the attempt to blow up an airliner over Detroit, the fizzled car bomb in Times Square and the shootings at Fort Hood (Priest and Arkin 2010).” This caused the IC to restructure into today’s form. According to the Office of the Director of National Intelligence’s (ODNI) website, the IC is made up of 17 organizations, which gather and analyze “…six basic intelligence sources, or collection disciplines: Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Measurement and Signature Intelligence (MASINT), Human-Source Intelligence (HUMINT), Open-Source Intelligence (OSINT), and Geospatial Intelligence (GEOINT).” Each of these basic intelligence sources are handled by the PM-ISE, or the Program Manager of the Information Sharing Environment. “The PM-ISE provides analysts, operators, and investigators with integrated and synthesized terrorism, weapons of mass destruction, and homeland security information needed to enhance national security and help keep our people safe” (DNI 2015). However, even with the ISE there is still a threat of sending out classified data to an unclassified source.
