On the above date and time I was conducting an area check of the the Ridge Road Center plaza. While behind the plaza, I observed a white, 4 door Mercury occupied by three white males. The vehicle was located in the back of the plaza next to a closed store. As I passed the vehicle all four males continued to stare at me. Concerned that the driver, or passengers may have a medical emergency, or a disabled vehicle, I proceeded to pull behind the vehicle without my lights or sirens activated to inquire. As I pulled behind the vehicle, the driver pulled away and started to travel Northeast though the parking lot toward Ridge Road. Oetzel willingly provided the key to the safe and authorized me to open and check it. Auxiliary Officer Runge opened the safe and discovered a plastic container containing 10 syringes. Furthermore, the safe also contained a grinder with trace amounts of a green, leafy substance. I asked Oetzel if he was a diabetic, he stated that he was not. I then read Oetzel his Miranda rights by my agency issued card. Post Miranda Oetzel stated that the syringes belonged to Sweet. However, when asked about the grinder Oetzel stated “That 's mine, but I haven 't smoked weed out of it for a long time. I also located a clear blue container with cigarette filters inside of it, along with two straws, and two plastic wraps. I attempted to test the substance in the grinder with negative results. Oetzel was then placed under arrest for possession of drug paraphernalia. I made contact with Sweet, who now stated that the syringes did belong to him.
