PROBLEM ANALYSIS

According to the findings in the Royal Commission’s report into Family Violence (2016), AFV is a significant issue within the community and is on the rise. This is backed up by the 2015-2016 Victorian Police annual report which states that since 2006, there has been a consistent annual increase of young people under the age of eighteen perpetrating family violence. The Department of Human Services (2014), found that in 2011-2012, there was over 2000 family violence incidents that were allegedly committed by individuals under the age of eighteen, as well as 57% of those individuals was 15 years old or less (Victoria Police, 2012; & Department of Human Services, 2014).

According to Murray (2008), adolescent family violence is overrepresented in rural, regional and remote areas (Shire of Campaspe) and in Aboriginal families, both will be further discussed in detail.
Aboriginal Young people:
Aboriginal young people are overrepresented in family violence statistics (State of Victoria, 2016). According to Cripps and Adams (2014), this high representation of family violence is the result of the history and impacts of white settlement and structural violence, dispossession of land and traditional culture, inherited grief and trauma, breakdown of community kinship systems and child removal policies. In the present day, Aboriginal families continue to feel the cumulative effects of ongoing traumas and thus ultimately, passing them onto the next generation: their children (Quinn, 2007). Quinn (2007) further adds that traumas such as violence, and parenting styles such as neglect that are being passed down, contributes to the cycle of violence.

The Australian Institute of Family Studies (2017), further stated that there is also a lack of privacy in these areas as there is a strong likelihood that health professionals as well as police officers are both known to the victim and the perpetrator which can inhibit one’s willingness to utilize these services.
