On Friday, November 4, 2016, at approximately 0649 hours, I Officer M. Alfaro was dispatched to 2713 Roosevelt Avenue in reference to a disturbance. Upon arrival, I Officer Alfaro was able to observed broken glass and blood in front of the residence. I was also able to see that the front glass door was broken. As I walked to the front door, I announce my presence and the complainant, later identified as Cora Whitfield DOB: 9/28/1970 came out. Mrs. Whitfield appeared to be in a bad mood. The first thing that Mrs. Whitfield said was “Are you going to take him?” I Officer Alfaro asked Mrs. Whitfield what was happening. Mrs. Whitfield stated that her son, later identified as Richard Brown DOB: 5/10/2001 had left the house and that she didn’t want him back in the house. I was also able to see Brown’s eyes rolling back. Brown felt back and hit the ground with his head. I Officer Alfaro requested EMS. As I attempted to kept Brown breathing and awake, I Officer Alfaro observed Mrs. Whitfield come out of the house with a broom. Mrs. Whitfield looked towards Brown and myself, but she did not got near us, instead she began to sweep the glass that was in steps in front of her front door. I Officer Alfaro could hear Mrs. Whitfield raising her voice and stating that Brown was lying to us and that Brown was faking everything. Brown was shaking a lot and was not breathing well. Brown was not able to talk. I Officer Alfaro helped Brown to stay calm and to breathe in and out. I Officer Alfaro also tried to kept Mrs. Whitfield away from Brown because Mrs. Whitfield kept telling him that she did not want him in her house and how sorry of a kid he was. Mrs. Whitfield did not show any type of emotions towards Brown and did not appear to care about
