1.0 INTRODUCTION This document is the Terms of Reference (ToR) for preparing the Environmental Assessment (EA) for the property at 165 New Lake Shore Rd, Port Dover, Ontario. The proposed project will consist of an 18-hole golf course named the Links at Dover Coast. This project was designed by Darrell Huxham, and is located on the outer perimeter of the town of Port Dover, Ontario. 1.1 BACKGROUND 1.1.1 About the town of Port Dover, Ontario Port Dover, Ontario, is a small town located on the north shore of Lake Erie in the county of Norfolk. In 2006, the population of Norfolk County was approximately 62,500. Within this county, the town of Port Dover is the fastest growing community, with approximately 6,000 year round occupants. Due to its proximity to Lake Erie, it is estimated that the town’s population more than doubles during the summer months as a result of the influx in boaters, cottagers and vacationers. The town is a busy tourist destination, with guests visiting the beach, local shops and restaurants, and other various attractions and festivals that take place throughout the year. Additionally, Port Dover is home to Friday the 13th, a date when motorcyclists, and motorcycle enthusiasts from all over Ontario and the U.S. visit Port Dover on each Friday the 13th of every year. At the start of construction, ponds will be dug, and filled with water used for irrigation. To create peaks and valleys in the course, land will be excavated, and then moved to alternate locations on the site. In some locations, mounds created from excavating ponds will measure as high as nine metres from original grade. Once the earth is moved to create the mounds, the area will be sculpted and resurfaced with topsoil prior to irrigation and seeding.
