The Department of Education and Skills (DES) issued a new framework for school inspection and self-evaluation in 2003 entitled Looking at our Schools (LAOS). This was a process of self-evaluation that would directly link into WSE as a model implemented on the basis of quality assurance. It was designed with an emphasis on cooperation and partnership rather than monitoring and accountability (McNamara and O’Hara, 2012). These policies declared that collaboration was crucial in the creation of an effective SDP and how the process was as significant as the product.
