JOB KNOWLEDGE Search Warrant Planning & Procedures Officer Penrose has been a member of the Red Team since October of 2015. He has learned what is expected and required in regards to this area of the assignment. Officer Penrose has planned 24 search warrant operations during this rating period. He is familiar with what is needed in a search warrant entry plan and what areas are likely to cause problems or concerns. Officer Penrose plans for most of these problem areas and informs me of them during his planning phase. Negotiations continued for several hours. Several tactics were implemented to reach a resolution. Officers eventually conducted a slow methodical search and located the subject, deceased, from a self inflicted gun shot wound. Equipment Operation & Maintenance Each Red Team officer is assigned a specialty vehicle to maintain. Officer Penrose volunteered to be assigned the Tactical Operations Center (TOC) when he came to the unit. This vehicle is the largest and houses the most equipment of any of the vehicles assigned to the unit. Maintaining the TOC includes the monthly inspection, maintenance, documenting and replenishing the inventory as well as the operation of the vehicle. Officer Penrose also maintains, inspects and recharges the electronics assigned to the unit. Officer Penrose completes his inspections in a timely manner and advises me of the complications with the equipment and the status of our inventory on a regular basis. Officer Penrose is also issued a substantial amount of tactical equipment that must be kept in working order and secured properly at all times. His appearance and hygiene is always good and within policy. His uniforms and equipment are well maintained, as are the vehicles assigned to him. Officer Penrose has a positive attitude which helps cultivate a pleasant working environment. He accepts assignments without complaint and completes them to the best of his ability with minimal supervision. Officer Penrose can be counted on to assist other officers when appropriate. Officer Penrose has an excellent work ethic and can be depended on to proactively look for tasks that need to be completed. Officer Penrose conducts himself professionally, representing the Department and City in a positive fashion, setting an example for newer or less experienced
