PPD Dispatch advised a male Black, approximately 35 years of age was seen running into the flow of traffic and yelling at passing vehicles. At 1422 hours Rutledge entered the store and purchased several items before exiting the store. I was unable to access the station 's records to see the amounts of purchase at pump four or at the counter. Borjorquez was unable to transfer the video from the store onto a useable format so I used a camera to record the video from the monitor. I later placed the video into evidence at the Rancho San Diego Station. On 7-8-15 I contacted the victim, Cathy Smith, who emailed me a copy of her credit card statement showing two pending charges $1.00 and $15.57.
On Friday, 11/17/17, at approximately 1044 hours, Officer Chittenden and I were wearing full police uniforms and I was driving a fully marked police vehicle when we were dispatched to the Daly City Police station regarding a possible elder abuse. The reporting party, identified as Suella Feggans, requested I contact her via phone call. She stated to San Mateo County Communications her brother-in-law, later identified as S1 Ricardo Sainz, hit her mother, later identified as Linda West, with a metal pipe and threw her down a flight of stairs for a phone call request by reporting party Suella Feggans, identified via RIMS database, regarding her mother, being hit with a metal pipe and being pushed down the stairs by her brother-in-law. On 5/27/2018, I was dispatched and responded to 5446 Quist Drive reference to a disturbance. Prior to arrival I was advised via radio that a 14 year old male subject was brandishing a weapon towards others. Upon arrival I met with Edward Lohr, who was standing in the driveway of the residence. Edward advised that his girlfriend’s son, Seth Hayes, was lashing out and acting violent. Edward stated that Seth has been elevating his level of violence over the past few days.

2. What would have been the proper investigative steps to take? The right investigative steps would be to watch the man and when they had probable cause or enough evidence for a warrant then they could take action. They could ask to come in and if he lets them in and they find something in plain view then they can use that to arrest him.
On 02/12/2016 at about 0830 HRS Scott Chisholm came into the Barton County Sheriff's Office and reported that his machine shed had been entered and items stolen from it again last night. This is the 2nd time in less than a week his shed had been burglarized. I responded to the scene, in the 400 block of SE 20 Ave, on the west side. I followed Chisholm across the sand drive into the grass so as not to disturb any tire impressions or possible shoe impressions. The maching shed sets about 100 yds west of SE 20 Av and has several implements in the area as well.
On 06/14/2017 around 1750 hours, I, Officer Burkes, responded to a report of a suspicious person knocking on a door at 1504 Homestead Blvd. The caller stated that a white male was bleeding all over her door and asking her to call 911. When I arrived on scene, I noticed a white male, later identified as Alex Schesny, sitting between the screen door and steele door. I asked Alex to get up and walk out to the back of my patrol car. Once on the back of my car, I retrieved my gloves out of the front seat.
On 10-03-2016 at approximately 0950 hours, I Security Officer James Argyro made contact with a male now know to me as Anderson Oberman DOB 03-02-77, who was walking around the gaming floor not actively playing any machines for no less then 20 minutes. I made contact with Oberman and informed him that he was being asked to leave for loitering and who need to leave all Tulalip gaming properties for no less then 24 hours. Oberman left out the south east doors. I knocked on the door, announced I was the Police, told Oleg he was under arrest for an order violation, and advised him to come outside. I heard a male inside the playhouse ask multiple times why we were there, and heard someone walking back and forth inside. After a few minutes, a male, who identified himself as Oleg, came outside. I placed Oleg into handcuffs and again advised him he was under arrest for violation of an order. Officer Benavente advised Oleg of his Constitutional Rights, and Oleg said he understood and was willing to speak with Police.
Eric Harris was a teen psychopath that did not have plans for the future except his plans for the massacre. Dick Hickock was also a psychopath that had a criminal record, which consisted of writing bad checks and petty theft. The motives, the ways of manipulation, and the faults in their plans are a few things that make Eric and Dick different. In Eric’s plan, he did not target anyone specific.
On 10/26/16 CM went to unit #222 due a complaint that water was coming from that unit causing some damages to the ceiling in unit #122, situation that has been happing before and was fixed by the maintenance personal. CM ask Ms. Footman was happen she say that anything was fine in her unit, however based on CM observation , the bathroom tub was wet , signs that someone recently took a shower but the floor was dry. Ms. Footman denied having any flood in the unit at that moment. On 11/27/16 CM went to conduct the Safe Sleep inspection with the DHS Compliance Analyst Jeanette Chirico, while in the second floor we went to unit #222 assigned to Ms. Tiana Footman and her three children.
On 07/01/17, at 3:21pm, I Deputy Warden N. Christian was dispatched to Kids Kingdom Childcare and Learning Center (970 Oakland Park Ave), on a dog at large, no known owner. I arrived at the location and met with complainant Latanya Cox and victim Jamaal Cox Jr. Ms. Cox stated that she sent her grandson outside to retrieve something from her vehicle. When her grandson returned, he stated that a brown and white pit bull was outside growled and approached him. He was able to get inside before the pit bull caused any harm. Ms. Cox escorted me outside where she point out a white house just behind the childcare center.
On Sunday 01/28/2018 at approximately 0146 I Officer A. Rodriguez #217 was dispatched to Momentum Village apartment #10106 (located at 7037 Islander Way Corpus Christi, Texas 78412 which is a part of Texas A&M University-Corpus Christi) about an individual that was in apartment 10106 D not a roommate or an invited guest. Upon arrival I activated body camera #3 and knock on the door. An individual by the name of Christopher Potter (student/resident/reporting party) answered the door stating that he heard noise coming from his roommate 's room which is out of town. Potter had called his roommate (later identified as Michael Westerdale (student/resident) via phone to check if it was him which Westerdale told him no and that no one was allowed in his room. On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted. I arrived at the University Police Department's lobby and was met by a female and two males. The female was later identified as Terry Giang. Giang was going to be interview by Detective Jeff Rider
