The Incan Empire has been compared to a modern welfare state. Inca’s government had policies which are seen in modern welfare states such as, Sweden. These two civilizations have their similarities and differences when it comes to government. The Inca government is seen as a theocracy in which the civilians looked at their leader as a living god. In Sweden, the parliament is called the Riksdag. The Riksdag appoints a Prime Minister for form a government. The Inca government was unique because, they felt it was their responsibility to take care of the sick, disabled, and elderly. The Instrument of Government guarantees citizens the right to obtain information freely, hold demonstrations, form political parties, and practice their religion. Sweden has three levels of domestic government: national, regional, and local. At regional level, Sweden is divided into 20 countries. The country councils are entitled to levy income taxes to cover their costs. At local level, Sweden is divided into 290 municipalities. The municipalities are entitled to levy income taxes on individuals. The Swedish and Incan government both follow the modern welfare state rule. The citizens who were expected to work for the state were also taken care of in
