This photo was taken in front of Patton Hall at Georgia State on Monday, April 8th, at 9:28pm. It is a small representation of the big social problem of homelessness in Atlanta. What is on the scene is a homeless woman with no shoes or socks. Although one is not able to tell by the photo, the woman was screaming unintelligibly at most passersby. She had put some food and trash onto the ledge behind her. This photo is not digitally edited, changed, or staged. Homelessness is a worldwide issue that haunts even the best of countries. By 2021, it was estimated that 150 million people were considered homeless worldwide (Homelessnessworldcup 2022). With jobs being hard to get, gas prices rising, and food getting more expensive, all it takes is one hiccup to end up below the poverty line. Even in a cultural context, people compete to have things they don’t need. The best clothes, jewelry, entertainment, and other goods can lead people to live beyond their means. This image shows only part of the concept, because it focuses on one group of people in the perpetual competition for limited resources. It isn’t able to show those who benefit from being in a difficult situation, or those who know about it and do nothing. Homelessness in America is stuck in the social problems process. In 2017, Los Angeles passed Measure H, which was supposed to take a percentage of tax money to raise money to help with homelessness. Millions of dollars are being thrown at the problem, but homelessness actually grew by 33% (californiaglobe). Homelessness appears to be stuck in the policy making and social problems work steps of the social problems process because new policies are being made, but homelessness isn’t being stopped or managed. This social problem proves that even if we understand how and why it is a problem, that doesn’t mean it is easier to
