Examples of social welfare policy Executive Branch: Executive Order 13672 was signed by current President Obama. It was an expansion to an executive order signed by President Nixon in 1969 that stated that a person could not be discriminated because of race, sex, religion, color handicap or age. Order 13672 increase on those values and included gender identity and sexual orientation. The passing of this order was used as predecessor for further legislation that would be introduced into Congress. Legislative Branch: Defense of Marriage Act (DOMA) Public Law 104-199. The ruling in this case by the Supreme Court indicated that couples under the same sex had the right to marry under the protection of the Fourteenth Amendment at the federal level and that State law did not have the authority to produce or enforce legislation that barred same-sex marriages. The Fourteenth Amendment addresses citizenship law and equal protection under the law. This specific case was passed with a five to four decision made it unconstitutional to deny marriage licenses to same-sex couples or for states to not recognize a marriage that was celebrated in another state, because same-sex marriage was now legal in all states. In this case the couple married in Maryland where the union was legal and moved to Ohio. It removes the ability to discriminate the right to legal unions for this group that has previously been denied in the past. It does more than the right to a marriage license and as seen above in the presented case, it allows for persons to be listed as spouses on documents, survivor benefits, file taxes jointly or another example is to list as married on adoption applications that have in the past used single parent status as a deterrent for adoption approvals. The policy hopes to achieve equality among citizens and to decrease loopholes that have been used to discriminate against same-sex couples. The group that is specifically targeted is those who identify as a same-sex couple but it has much broader scope and impact then the group. It affects the families, the children, and the outlook of society. The policy was created to address the need for equality among citizens as well as universal law across states.
