The historically-constructed contrast between the conservative and the progressive Spanish ideologies during the transition period due to the institutional legacy of Franco's regime and the Spanish conservatives' historic role function as a model of political change. Through strategic economic, political, and social changes, this new reformative wave had an extensive impact on Spain's political future. An evaluation of the formation and interaction of these opposing ideologies can serve as a notable example of a nation coming together to peacefully establish a new regime.

People were either conservative centralists or progressive federalists in the 1930's. Their collective incompatible interaction produced their first attempt at a democracy, which was violently overtaken by a military coup. The resulted in a disastrous quasi-fascist period. In this time, Francoism was linked with centralism. Therefore, many people in the 1960-70's sought out democratization, because it was inseparably linked with decentralism (and quasi-facism). The democratized state sought to establish unity and diversity within the political institution, which would consequently satisfy the demands of peripheral nationalists, including Catalans and Basques for the economic gain of the country. The peaceful, negotiated transition of 1976 democracy contrasted intensely with the instability and violence of the Second Republic. The transition to democracy in the 1970's, by contrast, sought to unify the differing political ideologies, rather than maintain their variance. The political elites at the time of this transition even created an unspoken contract, Pacto de Olvido, to focus on the future of their society, not the past (Chislett).
