The U.S. government announced they intended to increase tariff rates on wheat and reduce import from Canada. As experimental data showing us “the tariff rate on U.S .Imports of Canadian wheat are raised to 50%.Canadian wheat producer price falls by 0.21% and in the United States the price rises by 0.08%, leading to a 1.69% fall in Canadian wheat output.”(Carter and MacLaren, 1997, p.710).When measuring the producer surplus, Canadian wheat growers have been seen as consistently lose and U.S. wheat growers has been seen as consistently gain. RLCQ trading led to faster regional economic growth and had differential impacts on land quota buyers and sellers. Land conversion quota buyers were desperate for construction land in the two processes of industrialization and urbanization. However, for sellers on the RLCQ trading marker, they could receive extra fiscal revenues when selling land conversion quotas. The empirical results prove hypotheses that participation in land quota trading will lead to faster local economic growth. The analysis suggests market-based land management tools have a good potential for further development in China and other countries confronting similar challenges in order to balance the competing goals of economic development and farmland protection.
