In this article in The New York Times written by Rebecca Elliott titled “In Hurricane Harvey’s Wake, We Need a Green New Deal”, the author discusses the debt and bankruptcy that a lot of residents will face after the flooding from the hurricane. The author believes that many residents will realize that their homeowners’ insurance will not cover flood damage and that they will be forced to fall back on a combination of disaster relief, loans, and savings. With that being said Elliott would like to propose a new deal that would invest money into science and public education to train the next generation of engineers who will build safer homes and infrastructures. The enthymeme, otherwise known as the claim and reason is that from the wake of this hurricane our country needs to reconsider a broader social contract and construct a new deal. The claim is that “We should expand and enhance programs that make adaption to climate change possible for ordinary Americans, helping them retrofit their homes or relocate to safer grounds”. The authors claim is to develop a new deal but she does not give sufficient details about what the “New Deal” is. Her reason for developing a new deal is because “homeowners with government- backed mortgages will be able to hold off on payments for at least 90 days, eventually they will have to honor mortgages on houses that are uninhabitable or even swept away”.
