Josh Sanburn’s article ‘Making Trains Run on Time’ (Time Magazine, 10 April 2017, pp. 32 - 34) addresses Chicago’s high traffic railways and an upgrade proposed by the Chicago Region Environmental and Transportation Efficiency Program (CREATE) to alleviate some of its congestion. Sanburn reports that Chicago is the most congested point for train traffic in North America. Chicago’s rail congestion, he writes, is made worse by freight and commuter trains having to compete for limited space on the city’s rail lines. He adds that an agreement between the city and its rail companies gives commuter trains the right-of-way during morning and evening rush hours. Sanburn cites Don Orseno, CEO of Metra, who explains that commuter trains therefore effectively
