This paper will be discussing and providing a summary of the documentary “Doing The Right Thing - Brazil” in which the video discusses how community members of marginalized sectors in Brazil used a participatory budget to help aid in furthering development of the community and how the high level of participation was used tp help to ensure that the participatory budget had positive outcomes. The documentary takes a close look at cities in Brazil who are using the participatory budget to aid in the development of their community. Because of the nature of the work they are beyond the reach and scope of the government legislation and regulations on labor. This provides many safety concerns, as there are no rules of a formal government to help to combat things like assault, sexual assault, exploitation, low wages and many other problems. In the documentary the marginalized sectors include, Vilo Pinto and Porto Alegre. The first marginalized sector is Vilo Pinto; which is one of the poorest sectors of Porto Alegre and before the participatory budget one of the most violent. One women, Marli Medeiros, took her idea for the Participatory Budget to the local government and was able to get the funding from the budget to start up a rubbish recycling center. Medeiros believed that her town could change and make an income from the recycling center, along with helping to educate the town's citizens about the growing economic problem that faces the world, as Mediros explains. "Rubbish also brings in a totally guaranteed return! Today it's the raw material with the surest economic return of all. There's an endless supply of it; it's a serious environmental problem which can always be converted into income by this kind of community.
