Transition: First, I will discuss why it is important to evaluate teachers. There are two main reasons why teacher’s evaluation is necessary. 1. One is to ensure the quality of education and another one is to promote professional development. The administrators and the principal of high school should be able to say that every teacher who belongs to them is good without any doubt. Students learn not only through lecture but also from the posters, group assignments, activities and assignments. Therefore communication between teachers and supervisors is needed for a quality education. 2. The second purpose of teacher’s evaluation is to promote professional development. The chancellor of the Board of Regents, Merryl H. Tisch commented that even though the method is not the perfect way to evaluate by any means, it is an objective method to evaluate teachers on professional level. Evaluating teachers only on the basis of their students score is not accurate. Last year Legislature passed a bill saying that 60 percent of the evaluation will be based on principal’s observations and surveys from parents and students, 20 percent based on local test grades and another 20 percent based on state test scores. This year districts are replacing the local test grades by standardized test grades. That means 40 percent of the evaluation is based on standardized test scores. Standardized test are narrow and they leave out important knowledge and skills. This makes it harder for the teachers to pass the evaluation if the student do not take the standardized tests seriously. In the article, titled, “Should Student Test Scores Be Used to Evaluate Teachers?” by Thomas Kane clearly explains why we shouldn’t evaluate teachers based on student’s performance in the standardized test. One of the biggest arguments is that the results are not too reliable. Critics argue that student test scores reflect many things other than the teacher's ability. Although, teachers have a major role in a student’s life, it is reasonable to say that students learn things not only from the school, but also from the outside world. Another reason it is not affective is because the teacher’s average rating is different each year. According to the National Research Council and the Educational Testing Service, many research organizations have concluded that ratings of teacher effectiveness based on student test scores are too unreliable because the students’ performance measure things other than the teacher. A student’s test score can reflect his/her health, home life and attendance, schools' class sizes and curriculum materials, influence of his/ her parents, other teachers and tutors. Because
