The Constitution was a formal plan of government. There are many types of governments like a Republic where citizens rule through elected representatives, or a Bicameral which consisting of two houses, or chambers, especially in a legislature. In some cases, an Ordinance which is a law or regulation wants to be either repealed or put in effect. This is where Petitions come in, a petition is a formal request. So let's say that you wanted to Depreciate or reduce the price of an airplane ticket. You would have to get a certain amount of signature to put the petition into effect. Money had low, and the national government could not tax to pay for its huge war debt. Past experience with British rule made them scared of giving too much power to
