It was originally set to be a category 1 hurricane and wasn 't supposed to be that bad of a natural disaster. However, it is positive that the reason for this is that the majority of the people affected were the poor, and mostly colored, citizen of New Orleans. The city is racially and economically segregated and these citizen lived in the lower parts of the city, which go down to 11 feet below sea level.
