Housing, as a shelter, is considered as one of the basic human needs. According to Maslow’s hierarchy of needs, the base category which is known as biological and physiological needs, shelter is included, along with others like air, food, drink, sleep etc. Besides, housing represent as physical element, an economic good, a social good, service and a component of economic sectors, that provides benefits for households, government and socioeconomic. Owning a home for shelter is not merely an important matter to individuals, but also to socioeconomic stability and development of a country. However, it has always been a “dream” to everyone, particularly to the youth, in many countries. There was no any formal regulation or formal housing provision due to the absence of formal comprehensive government. By mid-1960s, where the demand of housing grew rapid relatively, housing provision is then started driven by the private sector which aimed to cater the needs of middle- and upper-income groups. In the late 1970s, the Government officially intervened and a policy was made compulsory for housing developers to include a 30% of low-cost housing in most residential projects. This interventionist policy is partly due to the marginalisation of the urban poor induced by the private driven housing provision. Only after the late 1980s, the government started to widely intervene in housing regulation by planning and implementing major related schemes for welfare of the people.
