The most effective type of propaganda appeals to emotions and creates a powerful emotional response. People are driven by fear and love and everything in-between. When someone is able to create a powerful message that appeals to these emotions, then a passionate emotional response can be expected. An example of this can be seen during World War II. Propaganda was one of the most powerful weapons used on both sides, and its effectiveness came from its emotional appeal to fear. In the U.S. propaganda everywhere told stories of Nazis destroying freedom and killing Americans. This lead to an American response of wanting to kill Nazis. This can also be seen in the meatpacking industry revealed in the novel The Jungle. In this novel, it is revealed that the health of anyone eating meat in America is at risk. In packing plants there is disease everywhere, dead bodies end up in the meat, and poor, filthy, bloody immigrants are the ones doing all the work. When someone reads this they immediately have an emotional response. They think of their health and their children’s health and know that something needs to change or their loved ones could get sick. Bertrand Russell questioned "why is propaganda so much more successful when it stirs up hatred than when it tries to stir up friendly feeling?”. The answer to this is that harsh emotions like hatred are more immediate and powerful than soft emotions like love. Hatred will drive one to lash out, while love will drive someone more towards self-sacrifice and protection. Some may argue that the most effective propaganda would create a unified and responsible reaction through more civil and peaceful protest, but this is false. Propaganda is used to publicize an opinion, often with a bias in mind. This means that the most effective propaganda cannot be neutral. When people spend too long pondering what to do in an intellectual way, the response changes. Propaganda isn’t meant to create a slow and researched response, but to create real change.
