The authors suggest that interventions aimed at reducing implicit biases and racial anxiety may be effective in reducing the incidence of police use of force against minority groups. They also emphasize the importance of addressing the connections of race and other social identities in understanding police behavior. As the article that was previously mentioned research has discovered that people of color tend to be “stopped, searched, arrested, and convicted of crimes, even when controlling for factors such as crime rates and other demographic characteristics” more than white individuals (Spencer). This goes on to show the logical reasoning behind the existence and impact of racial profiling and discrimination in the criminal justice system. The severity of racial profiling is very concerning. As proven by numerous texts studied for this Expository Writing class, it is evident that the Black respondents of Otis Johnson’s poll, analyzing citizens’ relationships with the police, are not the only Black people that: “expressed far less confidence than whites in local police to treat both races equally” (Johnson). James Queally and Joe Mozingo on the article “Feds fault San Francisco police for violence against minorities and recommend 272 reforms” explains how law enforcement is racially biased towards minorities. Queally and Mozingo support their claim by mentioning the rise of police brutality against Blacks and Latinos and describing the type slurs used when law enforcement are referring to minorities amongst their fellow colleague. The authors’ purpose is to show the reader the type of way law enforcement is unfair to people of color and different cultures. The authors write in a serious tone to those seeking to end police brutality.
He asserts that “Something happens to people in law enforcement...after years of police work, officers often can’t help but be influenced by the cynicism they feel.” He rationalizes but does not deny, the law enforcement’s aggressive actions that the people of color may have seen or experienced. This method of pathos not only diversifies but also fortifies his thesis that there is evidence of racial profiling; however, he once again give reason for their skepticism to execute his primary purpose. Overall, dedicating three of his four “hard truths” to justify the actions of the law enforcement is crucial to his argument as a whole because his audience may have portrayed them differently

All throughout America, individuals are taught at a young age that police officers are always the “good guys.” Police officers are painted to be trustworthy, honorable, and advocates of justice. This idea is often displayed in the media through television shows, movies, and news specials. For some, this idea still holds truth, however there are many, particularly individuals of color, whom would quickly disagree. Numerous persons of color have been subjected to racial profiling by officers resulting in stops, searches, and false accusation of crimes.
MacDonald makes a lot of good points about how the politicization of criminal justice can hurt the entire field. I do not agree that racial profiling does not exist, but I do agree that political witch hunts and fishing expeditions are likely to punish good officers and limit their ability to do their jobs, while failing to ensure that minorities are treated equally. An unfortunate but valid point that she offers is that the disproportionate amount of minorities involved in incarceration does not indicate racial profiling, but just that more minorities are committing crimes (Macdonald, 2001). Paul Bou-Habib of the Department of Government at the University of Essex in the United Kingdom, presents this paper as a discussion of what he terms “background injustice” and racial profiling. He basically defines “background injustices”as social injustices over which the individual has no control within his profiled group. Bou-Habib suggests two accounts of background injustice. First is “responsible injustice”wherein the group proposing racial profiling is responsible for the injustice.
Assurance in equal justice remains as an overwhelming political principle of American culture. Yet withstanding unbelief exists among numerous racial and ethnic minorities. Their doubt comes as no surprise, given a past filled with differential treatment in the arrangement of criminal equity, an issue particularly clear in police misconduct. Researchers have investigated police responses to racial and ethnic minorities for quite some time, offering sufficient confirmation of minority burden on account of police. These examinations raise doubt about different police techniques of coercive control, maybe none more so than police brutality.
“Racial profiling is a highly salient issue in black communities” (Wilkins and Williams, 2008, pg. 654). Consequently, police officers racial profiling has diminished the relationship with minorities and “communities in the coproduction of public safety and order” (Wilkins and Williams, 2008, pg. 655). In their study, Wilkins and Williams (2008) found that for each month in 2000, the data yield a sample size of 96 in the difference between the percentage of stops in the division consisting a black driver and the percentage of the black driving-age population (pg. 658). For example, in May 2000, the data yield 7% of the vehicle stops in the Northern division involved black drivers, while only 1% of the driving-eligible population in that division was black, in which producing a racial disparity measure of 6% for that month (pg. 658). Based on the finding, Wilkins and Williams determined that the structure and processes of an organization can affect the representation provided by the bureaucrats working there.
According to the U.S. Bureau of Justice Statistics, departments that serve less than 2,500 people are 84.4% white and departments that serve millions are 53.4% white (as cited in Fifield, 2016). Notably, Over the years, a lack of diversity within law enforcement has become a pertinent issue. Notably, the underrepresentation of minorities within law enforcement influences the relationship between communities and law enforcement by engendering distrust with law enforcement. To say nothing of, underrepresentation of minorities have had many people question whether departments mirror a diverse community. Nevertheless, with that being said, underrepresentation of minorities have generated tension and distrust between communities and law enforcement and many believe that police department need to mirror the race composition within their cities.
Throughout history, disputes and tensions between law enforcement officials and communities of minorities have endured hostility and violence between each other. Racial profiling has become a “hot topic” for researchers as well as for politicians and by now it is likely that most citizens are at least aware of the common accusations of racial bias pitted against law enforcement (Cochran & Warren, 2013). Communities of color are being discriminated against and racially profiled by white police officers for any suspicion of criminal activities. It has been widely assumed by policy makers and citizens alike that allegations of racial profiling are mostly associated with the policing practices of white officers and their treatment of racial and ethnic minorities (Cochran & Warren, 2013). Also, individuals of minority descent will certainly recognize that they are being racially profiled during a stop that is being conducted by a white police officer.
Pre-existing beliefs of ethnic minorities from the media, police sub-culture or other micro-level influences mean that ethnic minorities are more likely to be stopped by the police than white people in an occupational culture where targeting is encouraged (see Cashmore, 2001; Bowling et al, 2008). Such targeting mandates are guided by discretion and are likely to become entrenched in the structural policies of the police. It is in such a situation that institutional racism finds its expression. Oakley (1999, p.290) defines the term as ‘the way institutions or organizations may systematically treat, or tend to treat, people differently in respect of "race"’. When such patterns of ill-treatment are repeated continuously, they take on a ‘rule-like status’ and cannot be easily disrupted (see Haney-Lopez 2000, p. 1723).
Random sample surveys were conducted in Seattle, Washington by telephone, which asked citizen’s various questions concerning their feelings towards police. These questions included their level of happiness in regards to police problem-solving, their views on police hassling citizens, and if they had ever experienced, or perceived to experience racial profiling or bias by law enforcement (Wu, 2014).
