Mainly, stop the snowballing effect that ISIS has, some scholars think ISIS will burn out if we hold back their advances and instead fight their recruitment methods. Their religious Jihad is based upon the assumption that they are struggling to defend their beliefs from outside attack. By not attacking, we will take away validity from their cause, showing that we aren't trying to destroy Islam. In order to do this we will have to secretly support or arm the nearby settlements to prepare them for the inevitable attacks that will come from ISIS. It is important to hide any intervention or support, as our existence in the area itself lends credit to their cause. If we do this then hopefully the current members will become disillusioned with the cause and excommunicate themselves. However, to do this effectively we have to stop the incoming resources and choke the group
