Recommendation Given these points, this paper recommends that the Senate has to be reformed through constitutional amendments as the issues in Canada’s legislative branch of government have been undermining Canada’s democracy. In fact, the Senate currently operates as an ineffective and undemocratic chamber that costs millions in taxpayer’s money.
