The Gulf of Tonkin attack on August 4, 1964 caused President Johnson to respond on a televised broadcast, informing the public of the unprovoked firing and his plan for retaliation bombings. Congress proceeded to pass the Gulf of Tonkin Resolution giving Johnson wide power to determine war actions and public disclosure of the progress in Vietnam. Around the same time Daniel Ellsberg began working at the Pentagon and believed the proper response to this deliberate attack was to initiate a series of bombings until he began to question Johnson’s publicized remarks.
