Russia, one of the world powers, has been known to violate its existing arms-control agreements. For instance, Russia ignored its 1994 pledge to respect Ukrainian sovereignty in return for Kiev's renunciation of the nuclear weapons Ukraine inherited from the Soviet Union (Weitz). Not only has Russia resisted giving up its nuclear weapons, but the Chinese government as well. This is clearly shown in the way that Beijing refrained from joining in nuclear-arms control, referring to the country's unenforceable no-first-use doctrine. China is also the only legally recognized nuclear-weapons state whose nuclear arsenal is growing in terms of capabilities, numbers, and diversity. To contrast this point, the latter would argue that since China and Russia are included the six world powers that created the deal, America and everyone else shouldn’t worry about them cheating the deal because then that would drive Iran break the deal as well. While this may be true, it is also true that even if Iran were to avoid the bomb, their “right to enrich,” whether or not it’s legally recognized or not, would cause the international community to insist later that they admit to that
