In 2003, the Rooney Rule was put into effect in remembrance of Dan Rooney, longtime head of the NFL's Diversity Committee and owner of the Pittsburgh Steelers. Since then, the NFL has historically struggled to hire minority coaches and executives, despite about 70% of players being black (Neuman, 2022). The Rooney Rule was introduced to address this problem by providing more opportunities for minority candidates to be considered for head coaching positions. The rule ensures that each team must interview at least one, now two, persons of color, increasing the chances of people of color being hired. Some argue that the rule is not comprehensive enough and only requires teams to interview minority candidates without guaranteeing that they will be hired (Moore & Levitt, 2018). Critics also contend that the rule is often seen as a box-checking exercise by teams, and the lack of diversity among team owners also plays a significant role in perpetuating systemic racism in the league (Neuman, 2022). Also, according to the case, there is a possibility of teams not complying with the rule or conducting token interviews to fulfill the requirement without serious consideration of minority candidates. It is true that there is still a considerable underrepresentation of minorities in positions of leadership given the quantity of minority head coaches who have plateaued in recent years. For instance, Brian Flores claimed in a lawsuit that the NFL is run like a plantation because of the stark disparity between the racial composition of the league's players—nearly 60% of whom are black—and that of club owners, administration, and coaching positions (Neuman, 2022). It would create more opportunities for minorities to be considered for leadership positions in the NFL. Additionally, teams should interview more than two minority candidates for each head coaching position to ensure that teams are genuinely considering multiple candidates, not just interviewing a couple of minority candidates to comply with the rule.
The NFL could also work with diverse organizations and encourage teams to consider candidates from different backgrounds (Rock & Grant, 2016). In this way, the revised Rooney Rule will ensure that the policy is not merely symbolic but results in a diverse and inclusive workforce that positively impacts organizational performance.
Research has shown that organizations fail black workers in three ways, one of which is through their hiring process, which heavily relies on social networks and personal connections (Wingfield, 2019). This strategy restricts black candidates' access to many organizations since the bulk of the individuals who currently work there are white and white people tend to have networks that are mostly made up of other white people. Therefore, the Rooney Rule should be revised to require organizations must conduct at least one interview with a minority candidate for any position, not just head coaching or senior football operations jobs.
