In the movie Equilibrium, the city state, Libria, is controlled by a government that suppresses its citizen’s emotions and is always watching them. Libria was created after World War III and the Tetragrammaton Council took over, with the Father at the head of the government. In 1984, the Party came to power after the Revolution. Big Brother becomes the leader of the Party. Both Big Brother and the Father are only shown on screens and are never seen in person. It is eventually revealed towards the end of the movie that the Father is actually Vice Counsel DuPont, who secretly took the role after the real Father died.
