The witnesses are seen as prophets for God. According to the Baker Bible dictionary “a prophet was an individual who received a call from God to be God's spokesperson, often connected with some crisis that was about to occur, and then announced God's message of judgment and/or deliverance to Israel and the nations”. Thus, the act of prophesying is personal, which means it requires personal beings. The fact that God sent two witnesses lines up with Jewish law. “In Jewish law two witnesses were sufficient to establish a fact (Num 35:30; Deut 17:6; 19:15; cf. Matt 18:16; John 8:17; Heb 10:28)” .
