The change of course towards a more international vocation has its origin in the end of the Cold War and German reunification. NATO's rationale had disappeared, and there was no clear threat that would lead the organization to act in the area of collective defence. However, this did not lead to the disappearance of the organization, as happened with the Warsaw Pact. That is when NATO goes from being a defence organization to being a security organization.
With the end of the Cold War NATO loses its raison d'être as a local organization focused on the collective defense of members, but above all on the protection of European countries in the context of the Warsaw pact.
