Two years ago, the American Society for the Prevention of Cruelty to Animals formed a mobile crime unit. They're consisted of a mobile veterinary hospital with a forensics lab that travels around the country to law enforcement agencies to uphold animal rights laws. In Illinois and several other states, animal hospitals are required to report any suspicious activities to the authorities. Some states are even thinking about creating a online registry, the same used for sexual offenders and arsonists. This would allow couples to find the ideal place to start a family and have their loved ones around a safe environment (Seibert, 2010).

Sande Buhai states that the ongoing misuse of federal service animals has produced a backlash against individuals who need such assistance. Part of the matter is that these federal rules constantly lack protection against ways for people to sneak around these government regulations. These laws each hold only one specific job or position for each service animal.
Increasing the severity of animal abuse by giving more prison time and harsher punishment can cut back on crimes such as dog fighting and greyhound racing, which brings drugs, violence and gambling to the areas they are in (Wyoming Tribune-Eagle). With dog fighting being only a misdemeanor and not a felony, the police don 't have the resources or time to put into it to investigate reported cases of it, and with the sentence being so minor, those who make a living off of fighting and racing dogs view a short 6 month sentence and a minor fine as just a sacrifice for the money. It has also been proven that people who harm animals for fun are most likely to move on to larger targets, like humans in the future. Keeping these offenders in prison for a longer time, would place them in a monitored environment for an extended period of time where mental instabilities can be picked up and taken care of before they hurt someone or something else. Moreover, it is known that when pet animals bite a child, or become violent, they are put down, or are sent to a pound, which is equivalent to taking away their freedom. All around the world, there are stray animals roaming around with no food or fresh water, and if they live in usually cold areas, they are bound to freeze and even die.
