Thomas Jefferson was formally educated, born in the colonies of Virginia. He studied philosophy and math at the college of William and Mary and then read law.
As for Thomas Paine, he was born in the English county of Norfolk, worked as maker of stays for shipping and sometimes worked as a school teacher. He also was active in local government and often questioned and requested the Parliament for better working conditions and pay.
I think Paine had an advantage by being born in the colonies, he was the author of the best-selling pamphlet “Common Sense”, and his simple style language made the case for American Independence. Him growing up in England allowed him to notice the issues of the monarchy, he often requested better working conditions
