Tuskegee Syphilis Code Of Ethics

In the 1970’s, the National Research Act was passed due to the discovery of the Tuskegee Syphilis study. This experiment is one of the most famous examples of unethical research; in this study 400 African American men were infected with syphilis to study the effects of untreated syphilis, the study went on for forty years, from 1932-1972. Its discovery led to the creation of the National Research Act of 1974 and the creation of the National Commission for the Protection of Human Subject of Biomedical and Behavioral Research. This agency was in charge of establishing basic ethical principles that would guide biometrical and behavioral research on human subjects and developed guidelines to follow when conducting research. These guidelines help the officers in ethical decision making in hopes to eliminate undesired behavior and encourage ethical practices. “The codes of ethics are specific provisions promoting the safeguarding of lives and property, the importance of avoiding bias and the understanding that the badge is a symbol of the public trust (Roufa 2014).” These core values must promote a culture that encourages the open discussion of ethical dilemmas and the use of a fair process to resolving ethical conflicts and conducting research. The responsibility even lies on appellate and trial courts, public and prosecution defender offices; parole and probation agencies; custodial institutions and departments responsible for all the functions. The key players of a criminal justice system comprises of both private and public actors such as private defense attorneys, bail bondsmen, defendants, private agencies who offers supervision, treatment or assistance to the criminals (Sutter, R.E, 2010). It is no secret that everyone in the criminal justice and law enforcement community is basically living in a fish bowl. Every move made is being watched by the public and is publicizing and scrutinizing by the media. Unethical behavior by the criminal justice community will never go unnoticed; we hear daily report of the rouge officer engaging in unethical behavior, shoplifting, prostitution and many other illegal activities with little or to no consequences. It is of utmost importance that the community that has been chosen to serve and protect is also an expert in ethical practices and moral judgment.
