The city of Toronto is at a point in time where the choices they make today can have an impact for the next decades to come. Toronto is a world-class city, with an outdated transit system and major infrastructure problems. They are constrained by a budget that needs to support the entire city and its services, not just infrastructure. With only so much money to spend and a long list of transit and infrastructure projects needed right now that leaves one option, Public Private Partnerships (P3s or PPPs). A P3 is a contractual relationship between the public and private sector for the creation or operation of a public service. In a P3, the private partner can undertake the design, build, finance, operation and maintenance of the facility. The private sector is more efficient in construction projects, the reasons are, improved delivery timing, specialization, better labour output and training, and a more innovative approach. 1 The construction under this method would likely be more expensive and take longer than if the private sector completed it. Financing is a big issue when it comes to funding transit and infrastructure projects. The city often gets support from its provincial and federal partners; this however is not enough to support all the needs Toronto has. There is a major infrastructure gap across Canada, as increases in funding has not kept up with the population and income growth. 1 The satisfaction of residents is crucial to a municipality and its political leadership. Residents are not pleased with the current transit system and unless there is a major change, they will still be unsatisfied. The residents have a growing need for better transit services, improving it will help Toronto become a more liveable city and improve its resident’s
