The subject organization for this analysis is the United States Postal Service (USPS) Telecommunications IT organization. This is a large service organization with governmental ties. The organization has been in existence for over 225 years and is one of the largest employers in the United States. It serves every person in the United States both continental and in U.S. territories around the world by providing delivery of letters, packages, and advertising mail. In its first 200 years it was part of the Executive Branch Cabinet and was known as the Post Office Department. In 1970 it was made into a quasi-government organization, independent of the federal government, but still operating under heavy regulatory statues and limitations. Specifically, this paper will concentrate on the telecommunication services sub-organization within the enterprise. The telecommunications organization’s goal is to provide network design, installation and continuous live connectivity within the organization including over 40,000 public offices, business partners, and Military sites world-wide. Additionally, support of the company’s internet site and public presence is included in the responsibilities of the telecommunications staff.
Over the past decade, the role of the IT department in general has grown tremendously with the increase in on-line transactions, use of email, and use of social media. This increase in technical demand has not been met with a corresponding increase in staffing or budget. In fact, over the past eight years the organization has decreased its workforce by over 200,000 by attrition. Within that decrease the IT department has decreased by approximately 10%.
