The VA states that its mission is to fulfill President Lincoln’s promise “To care for him who shall have borne the battle, and for his widow, and for his orphan” by serving and honoring the men and women who are America’s Veterans (https:www.va.gov). The VA’s mission statement is simplistic; clear and concise, it encompasses a multitude of needs for the target population without identifying a single problem. The history of the United States is saturated with war and conflict, at a minimum, a vague understanding of the needs of service men and women is evident based on history alone.The VA defines its goals and visions using the acronym ICARE. ICARE translates into Integrity, Commitment, Advocacy, Respect and Excellence. ICARE are the values and obligations inherent to the VA’s mission (https:www.va.gov). The core values of ICARE are defined as acting with high moral principles, always maintaining professionalism and high standards. Commitment to the agency’s mission is reflected by fulfilling individual and organizational responsibilities; advocating fully for veterans and their beneficiaries.
