• P alleges excessive force and false arrest. P claims he was at his former girlfriend’s apartment when two MOS arrested. P claims that he was placed in RMP and taken to PSA 6 precinct. P claims that at the precinct several MOS assaulted him causing him to lose vision in one eye. MOS Carlos Sierra was not present at the precinct for the incident.
On Wednesday 10-14-15 at approximately 1700 hours I Officer Hildebrand and Sgt. Hard were advised by dispatch that Debra Vanblaricom was at the station asking to talk to an officer. Debra wished to report an assault on her granddaughter. We met with Debra in the Police Department to speak with her. Debra stated that she feared for her granddaughter 's safety.
When inside the store the caregiver and her boyfriend approached the resident appearing upset and curious as to ask why the resident wasn 't still in the truck. The RP disclosed that the resident was fearful due to the tone of voice the caregiver used when asking why the resident left the vehicle. The resident disclosed that she and another resident had traveled to multiple placed with the caregiver, her boyfriend, and daughter (name not provided). The RP stated the boyfriend had not received a background clearance; however he was transporting the residents in his vehicle. The caregiver disclosed the boyfriend had transported her and the resident on at least 3 other occasions and therefore the residents should not be nervous in his presence.

On 3/17/17 at 1005 hrs, I was dispatched to the PD lobby in reference to harassing phone calls. Upon my arrival, I made contact with the complainant Victoria Wert and her boyfriend, Bradley Palmer. Wert advised Palmer’s ex-girlfriend, Alexus Smith has been texting her since 9/27/16 to 3/17/17, during this time Wert advised she did not text her Smith once, and her text messages are rude and unwanted. Wert advised she did not receive any concerning messages until 3/17/17 at 0930 hrs.

In this case, a divided married couple Charles and Tracey Thurman experienced a vicious split-up. Documents report, the first time Tracey had contact with the Torrington Police Department (TPD) (October 1982) was after her husband became violent towards Charles Thurman, Jr (son) out of the residence. Sadly, officers from the TPD refused to take Tracey's complaint resulting in the escalation of Charles violent behavior. As the violence escalated on November 09, 1982 while Tracey was sitting in her vehicle Charles approached, and started yelling threats and untimely resulting in him smashing her windshield. This was all witnessed by TPD Officer Neil Gemelli as he stood on the street watching Charles activities.

Supplemental Narrative: On 09/24/15 at approximately 1350 hours, I, Officer Artaz along with Officer Reece responded to 311 Dodge Street apartment 7 to assist Deputy Sparks and Deputy Buffington with executing a felony warrant. The wanted person was identified as Gerald McNeil (DOB 03/26/82). Upon arrival, Officer Reece and I escorted Deputy Sparks to Gerald's apartment. Deputy Sparks knocked on the door and a short time later Gerald answered the door. Deputy Sparks asked Gerald to step out into the hallway, so they could talk.
Pena stated the child, age 11, had a black spot on his penis and Jody Pena didn’t seek medical attention for the child. In reference to Jody Pena threatening to kill their child Mr. Pena stated this statement was made only in his presence. In reference to the assault on a police officer this investigator obtained copies of the court records pertaining to Jody Pena’s arrest for assaulting a police officer, see the officer’s report appended as attachment #1, the officer’s probable cause statement appended as attachment # 2; Court records appended as attachment #3; and a copy of a written statement Jody Pena gave appended as attachment # 4. The Officer’s report states, in brief, that he responded to a disturbance at the Nixa School. Upon arrival, he found Jody Pena interrupting two other officers who were trying to question her son.

As I attempted to kept Brown breathing and awake, I Officer Alfaro observed Mrs. Whitfield come out of the house with a broom. Mrs. Whitfield looked towards Brown and myself, but she did not got near us, instead she began to sweep the glass that was in steps in front of her front door.
On July 16, 2016, Sparks Police Department officers were dispatched to a report of a sexual assault. When the officers arrived, they met with the victim and her boyfriend. The boyfriend stated he had come to the victim’s home and discovered her sitting on a bed occupied by the defendant Sean Dickerson. The victim was crying and trembling she told him the defendant had sexually assaulted. The boyfriend walked the victim to another room and contacted law enforcement.
Ms. Lillian Jean wasn’t satisfied, so she got into her way again. “she reached for my arm and attempted to push me off the sidewalk. I braced myself and swept my arm backward, out of Lillian Jean's reach. But someone caught it from behind, painfully twisting it, and shoved me off the sidewalk into the road. On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted.
