On Friday, 9-11-2015, at approximately 0140hrs, I interviewed Richard McPheter at the Western Reception Diagnostic Correctional Center in St. Joseph, Missouri. Richard McPheter was read his right agreeing to talk. Richard McPheter advised he stole nothing from Ginger Billups. Richard McPheter advised Ginger Billups wanted him to take her debit card to get cash out to buy her some meth. Richard McPheter advised that Ginger Billups let him use her Craftsman riding lawn mower to get her meth.
SYNOPSIS: On 6-25-15 the suspect, Matthew Rutledge, was arrested for possession of stolen property, 496(a) PC, and possession of an access card with intent to use, 484 E (D) PC. He did not find any suspicious texts but did find images of under aged girls in the defendant's picture folder and he was arrested for possession of the photos under violation of Penal Code section 311,11, subdivision (a). Hayes claimed that he made the decision to search the defendant based on the information given by the defendant stating he was on probation
Cole’s picture was unique due to two facts (1) he was the only one facing the camera with and (2) he was the only one with a Polaroid picture. Mallin identified Colin as her aggressor. The next day the police conducted a line-up and Mallin pointed Collin as her aggressor one more time. Based on Mallin’s identification, Cole was arrested and charged with aggravated sexual assault.
Heitman involves entrapment, we first should further look into the background of this trial and define entrapment. The incident began on June 20,1998, when Gary Heitman, age 53, went to the drive-thru of a Bronco’s restaurant in Nebraska and gave an envelope containing a $100 bill, three condoms, and a letter to a female employee ( referred to as “A.S”)working the window. The letter, although not explicitly stating any sexual intentions, alluded to some alternative motives as he confesses “I come thru just for a glimpse of you” (Heitman p.1) and even suggests she use the money to “buy a sexy dress for [her] lover”. His motives are more apparent once he provides his email in the letter and includes three condoms. A.S was only 14 years old during this confrontation.
Steven Avery in 1985, 41 year old Steven Avery was accused of sexual assault and served 18 years in prison for a crime he didn’t do and later was convicted of murder but whether he committed the murder is a mystery. Steven Avery is currently serving life in prison for killing photographer Teresa Halbach. He was convicted in 2007 and sentenced to life in prison without parole. There have been many clues leading to Steven Avery committing this murder although many people believe he is still innocent and someone set him up. In this paper I will show how the police department made a mistake and where he is today.
George Potzgo, 7 Darlin Dr. Reading, Pa. 19609(484) 638-0861was advised of the identity of Investigator Sean P. Brennan and of the confidential nature and purpose of the interview, Potzgo, provided the following information: George Potzgo has been a constable for over 12 years. One time Potzgo explained, he couldn’t remember the date; he was standing with Judge Hadzick, Kylie Scott a security guard and her sister Ashley Scott who is also a constable outside Judge Hadzick’s courtroom. Ashley Scott showed Hadzick something on her phone. Potzgo didn’t see what it was on Ashley’s phone, but Ashley read it out loud for everyone to hear. Potzgo couldn’t remember exactly what it said but it said something about a threesome or foursome between the constables and the judge.

In December 2012 a freshman reported to the Florida State University police that she had been raped by a stranger after a night of drinking at a bar. She had bruises on her body and tests would show semen on her underwear (Bogdanich, 2014). She first told police that she didn’t know who her attacker was but gave them a description. In January 10, 2013, she left a voicemail for the investigating detective that she believed that her attacker was Jameis Winston and that he was in one of her classes (Dahl, 2013).
The news of a break-in that left a Windsor woman dead made the headlines on December 11 2014. She was later identified as 31 years old Cassandra Kaake, a 7 ½ months pregnant expectant (CBC News 2017a). During the investigation, the crime unit identified her murderer as 28 years old Matthew Brush from LaSalle, Ontario (Windsor Star 2017). Upon further investigation, it was revealed that on the night of December 10 2014, Brush broke into Kaake’s home with the intent to steal her underwears and masturbate, an obsession he’s had since his teen years (CBC News 2017a). The perpetrator's lack of self control over his obsession and his actions following his discovery lead to the loss of this young soul.
After inspection of the evidence, Dennis Phelps was found in possession of 4 pornographic1 images involving himself and another child (see, pp.7 - pp.8), 9 other child pornography pictures not containing Dennis or the student (see pp.10 - pp.14), and 1 pornographic image of the student involved in this case (see pp.15). Additionally, in an email conversation (See pp.9 To pp.9) between Dennis Phelps and the email slathem@buhaoren.com, who is referred to as Steve, Steve told Dennis to leave his computer and phones in the alley so that he can throw them in the desert, further stating that he is staying at his friend R. P. McMurphy's house at 2124 California ave in The Admiral and Dennis should call Steve at 206-444-1414 if he wants to join them. Furthermore, Steve also sent Dennis a pornographic picture involving the student who committed suicide, indicating that he would use the picture as blackmail against the student should he tell anyone. An image named SteveSinclair.jpg (see pp.10) was found to contain an image of Popeye Doyle2 and considering the fact that the student mentioned someone named Steve was involved, in addition to the previous email conversation indicating that Dennis was in contact with someone named Steve, it seems highly likely that this is an

Timothy Cole, a student in Lubbock was arrested and convicted as the Texas Tech rapist based on the eyewitness account of one victim. On Sunday night, March 24th, 1985, Michele Mallin, a college sophomore at the time, needed to move her vehicle to a legal parking spot after forgetting to earlier that day. At around 10pm, after finishing moving her car, a man appeared asking her for jumper cables to fix his broke down car. Mallin recalls him pushing her back into her own car, threatening to kill her with a knife and chain-smoking the entire time during the attack.
