What was once many acres of open space are now developed into homes and business. The Township has purchased several acres of land recently before they were acquired by developers. The purpose of the Township purchasing the land was to retain some areas of open green space for future resident to use and enjoy. This is just one small example of Whitehall’s vision towards the future. Whitehall isn’t perfect though by any means. There are some weaknesses for the Township’s government to address. One such weakness is complacency. Often times, people get overloaded and behind in their work, causing other areas of their responsibilities to fall behind. This is not to say that the Township is financially irresponsible; in fact, it is just the opposite. Because the Township is primarily funded by tax revenue, there are many different rules and protocols to ensure that the tax dollars are used appropriately and that multiple officials know how the money is to be spent. In order to make a purchase, for example, an employee has to hand write a requisition form with 3 competitive prices to be submitted to the purchasing agent for approval. The purchasing agent sends the requisition to the finance office for approval. Once all of the approvals are granted, the requisition gets typed as purchase order, and the order is placed. Once the item is received, the purchase order is forwarded to the accounts payable office with receipt documentation. There the purchase order information is once again re-typed into the accounting software to process payment. For a purchase of any item over the price of $250 there are three different times the same information gets recorded. There are much more modern accounting systems today where the information and be input into a computerized requisition program, and automatically forwarded to the different offices for approval. The programs can also automatically generate a purchase order and automatically generate payment information for the accounts payable office. So currently Whitehall Township is recoding information three times that could be typed once with more efficient and modern
