Police brutality has been occurring since the idea of a police officer was first brought up. Officers have found many holes through the law enforcement system. This brings upon many types of misconduct and excessive force. Unfortunately, police officers are not usually held accountable for their brutality. “The Incentive Program, or the method of police chiefs using promises of contraband going to sub-departments that lack the money in the budget, gives officers more incentive to not only plant evidence to make an entire estate contraband, but it also lets them rationalize lining their own pockets” (White).
Policing has seen much progress. Some reforms do work, and some types of abuse have been reduced. Today, among both police officials and rank and file officers, it is widely recognized that police brutality hinders good law enforcement. Whenever a new case of police brutality comes to light, people in the community must respond politically to ensure justice for the victim. These actions must be timely to be truly effective.
In a viewpoint by Nicole Flatow titled “History Indicates Varied Results in Improving Police Brutality in America,” She believes that there has been little reforms regarding police brutality. Nicole argues for years, America has barely made any effort on improving the use of force by police officers. For example, victims such as Rodney King and Amadou Diallo, led to some reforms, but did not solve the violence of police brutality. With the beating of Rodney King that was captured on camera, it sparked massive outrage that led to a riot when the police officers received no charges. Because of the riots, it created a momentum for a reform of the police.

Police officers have vowed their life to protect and serve. They risk their lives every day for their communities. As the last few years have sped past us, police officers have been very aggressive with the force they use when arresting a suspect, or even people in general. According to a Texas article on Civil Liberties and Civil Rights, “police officers typically use force offensively rather than defensively and do so with at least some degree of premeditation.” (Gross,2013, page 167).
I know cops have their reasons, some of the time you must be in their shoes to comprehend what they are thinking or what may be a danger to their life or others around the scene. It's showed that power is in some cases important to hold back criminals when they cross the line, or put the cops life in danger. Cops tends to think criminals that were convictied who perpetrate violations are wrong and shouldn't be given a second chance on the street, drives police to treat individuals of certain races differently. Some incidents of police brutality are so bad that it won't make it to the front page of the daily paper or to the news. It's without a doubt, that some cops should be put in jail for there wrong doing and there brutal beatings.
For me there are many reasons to why I think police brutality is apparent in our community. One of the biggest reasons is because police man and woman are scared when they 're in certain situations I think to fix this problem the police departments all around America should start training these police men and women how to be calm cool and collective when it comes to situations like this. Also, looking back at the Michael Brown case I think that the policemen should be fired and I feel the police department should personally apologize to the family and try to help them with any losses and any financial problems they have in the near future because of the death. The Police Department do have reasons for why these events occurred. The police say they were either getting attacked or they felt that they were being disrespected.
There is a point in everyone’s life where they are scared of a police officer pulling them over. The fear is usually getting a costly ticket or taken under arrest; However, darker skinned citizens now have to worry about police brutality. According a study conducted by Chaney and Robertson, American’s attitudes about police officers have changed dramatically in the past ten years. Their study, which appeared in The Journal of African American Studies, suggests that instead of feeling safe and protected by police, many citizens actually feel animosity towards police officers, and are mistrustful and suspicious towards them (Chaney and Robertson 480). This situation seems almost impossible to rectify, especially since law enforcement is given the authority and the privilege to use force not only by the law, but also by society. In order to allow law enforcement officers this power, the public must completely trust those who are protecting them, and must believe that police are using force responsibly and ethically. People naturally assume that the police are well-trained to use force appropriately and fairly without prejudices.
This report is showing light to the communities’ response to police brutality particularly in the black communities and also their encounters with police officers. Police brutality is physical violence and great cruelty demonstrated by a police officer. Police brutality and misconduct have existed for many decades and it even has been broadcasted in news stories over America, but nothing has changed. It has happened predominantly to African Americans in lower-income states. Police officers are given slaps on the wrist for taking a life or injuring an innocent person.

Law enforcement must function as an element that consists of organized and civilized officers. The presence of police brutality is becoming more of an issue as society grows. The problem posed by the illegal exercise of police power is an ongoing reality for individuals of a disfavored race, class, or sexual orientation. Police brutality must be stopped so that police do not forget who they are serving – not themselves, but the public.
