It was fast, quiet, and produced no tailpipe emissions. It was seen as a promising alternative to gasoline and diesel powered vehicles, which were becoming increasingly expensive and were causing significant environmental damage depending on what vehicle and what emissions it would test is how bad it is for the environment.

The mandate was seen as a major plus for the development of the electric car, but it eventually wore off and then eliminated altogether, and still now in 2023 california has the strictest emissions laws there is compared to every other state in the USA.
