1.Why did Lincoln decide to issue the Proclamation at this particular time? This Proclamation, by president lincoln, was announced on January 1,1863 freeing the slaves in all the territory in revolt against the union. It also announced that African American men ready to fight could join the U.S. armed forces.Lincoln believed that freeing the slaves would cripple the south and may help end the civil war. Lincoln chose to specify his proclamation mainly to alienated states because he didn’t want the border states to get enraged and waited for a Union win to show as an asset both combative and governmentally instead of vulnerability.Slaves wanted their freedom and the Proclamation made known that the war was just for that. 2. Before the Emancipation Proclamation the Union’s war goal was to keep the country united and stated that slaves in territories still in rebellion were freed and encouraged them to join the Union battalion.After the Proclamation the Union’s war goal was to keep the country united and abolishing slavery in the South. This was only enforced to states that had break away from the Union and not affecting the devoted border states.The freedom promised to the slaves relied only on the victory of the Union in the war. The Proclamation did not end slavery in the country, but it changed the way millions of Americans thought and changed the aspect of the war.
