There was a problem with flooding because they were relying on pumping water from the valley to irrigate. In 1902 they passed a Reclamation act to authorize irrigation projects. Later there was a group of farmers who formed the Yuma Project. They wanted to include the Laguna Dam, and Yuma Main Canal. Then used a distribution system, levee and power plant.
The two agencies that were involved with the construction of the water projects were the Army of Corps of Engineers and the Bureau of Reclamation. The development of many waterways was highly important for the main exports of the U.S food and crops. The reason why the Crop of Engineers and the Bureau of Reclamation began to build more water projects was due to the growing country. For the growth of the country it needed to have more hydroelectric power and irrigation. In 1906, after the failure by the French government to build a sea level canal, John Frank Stevens proposed to build a canal using lock system to raise and lower ships from a large reservoir 85 ft. above sea level.
