2Educational RacismQuestion 1There are a total of 25 school districts representing approximately 80 percent of the Blackand Latino while 69 percent of those schools tend to accommodate economically disadvantaged students within the state. Such schools are owed 62 percent of the total Foundation Aid which is equivalent to $2.6 billion (Commscoordinator, 2018). The failure in receiving full funding from the Foundation Aid is evident in the decreased funding of schools with most of the Black and Latino. The Alliance of Quality Education makes the strong charge of `educational racism` in black and brown school districts in the state mainly because of the huge inequalities within the New York State and with its high rank of inequitable education funding systems.Question 2The Foundation Aid is considered as one of the most significant sources of state funding for the district schools. It was originally created in 2006 and one of the key events that resulted to its formation is mainly because of the case “Campaign of fiscal Equity v state of New York”. The NYS was not able to fully dung the Foundation Aid in 2008 mainly because of the impacts of the Great Recession. The Foundation Aid was disturbed mainly because of the economic outlook in 2020 but there are chances of being fully distributed in 2021-2022. Question 3The `high needs` schools in New York that qualify for the Foundation Aid are those fromlocations where the poor live since the spending gap currently between the wealthy and poor schools is approximately $10,000 per pupil. The evidence provided in the report about increasingthe number of graduates is that increasing at least 10 percent in the funding can consequently lead to a 10 percent increase in the rates of graduation within the state (Commscoordinator,

Being a New York legislator, the programs to initiate to secure jobs for the high school drop outs would be implementing the State Education Policy which would aim at addressing the current challenges experienced by the drop outs and envisioning to equip them with better opportunities like ensuring all of them attend trainings on different professionalisms. Question 4The quality of education of well-funded school district will not be negatively affected if Foundation Aid is fully distributed to needy schools since it will improve safety levels of all students. Another reason is that the Foundation Aid will contribute towards improvements in the quality of education received by all students hence promising an educated future generation. The last reason is that the needy students will have better education opportunities just the same way as the wealthy students. High needs school is expected to gain by having access to quality education and not having to experience the struggle of paying more fees even if funding goes up for both schools by the same amount. Question 5I do not think Governor Andrew Cuomo has done enough in addressing the issue of educational racism in public elementary school system within the state mainly because of how hehas always argued against fully funding Foundation Aid. He even attempted to repeal its formulain 2017 and failure to consistently fund the foundation has increased the systemic educational racism (Commscoordinator, 2018). Question 6It was challenging especially the quality of education at my K-12 education before I arrived at John Jay College mainly because I attended underfunded public school. Because of such low quality of education, then the issue of underfunding is important to me and I would stayengaged to this issue by always emphasizing on the important of ensuring there is equitable funding between both the private and public schools.
