1. INTRODUCTION
In 1994, South Africa transitioned from apartheid to democracy. The peaceful coexistence of white and black brought about the perception that South Africa is a ‘rainbow nation’ and a ‘New South Africa’. The ‘New South Africa’ was a term that was (and is) used to describe the notion of a new start or starting afresh. It symbolises the replacement of oppression and segregation with unity, and increased opportunities for previously oppressed and marginalised groups; legislated racism was replaced with equality, apartheid with democracy and the authoritarian rules were replaced with freedom and self-expression. This also brought a cooperative approach to government, which led to the implementation of systems like the local government. The task of service delivery, local economic development and an extension of democracy to the larger citizenry was (and still is) a task assigned to local government by the national government of South Africa since 2006. However, the local government of South Africa has had several trials regarding the provision of services to citizens within the state. The transition brought hope to the people of South Africa and raised their expectations towards the standard of service delivery from the current government. This has resulted in the formation of a relationship between private and public organizations in order to cooperate in delivering basic services to South Africans. ‘Alternative service delivery’ well as the advantages and
