What are the respective roles of the federal government and the state government in providing health services? The federal government is largely responsible for Medicare, but federal and state responsibilities overlap Medicaid. The government’s responsibility is to protect the interests of society which includes the delivery of high quality health care because the market alone cannot ensure access to all Americans quality health care for those whose want it. The government must preserve the interests of all citizens by supplementing the market where there are gaps regulations and where there is efficiency or unfairness.
