Arkansas Rehabilitation Services Division is a division of the Arkansas Department of Career Education which helps individuals’ overcome obstacles by focusing on their abilities rather than the disability. Arkansas Rehabilitation Services Division mission is to prepare Arkansans with disabilities to work and lead productive and independent lives. Arkansas Rehabilitation Services (ARS) include career and technical education and training, transition from school to work or postsecondary education, on-the-job training, and ancillary support services that clients may need for successful employment. With 19 offices statewide, including the Arkansas Career Training Institute in Hot Springs, ARS has counselors who serve each of the states’ 75 counties. ARS provides transitioning services for students finishing high school, assists those with special communications needs such as the deaf and hearing impaired and provides specialized assessment and treatments. ARS is funded through a federal and state partnership with federal funding from the Rehabilitation Services Administration of the U. S. Department of Education. I was a little apprehensive about shadowing Edwin, because I wasn’t sure how well we would communicate through an interpreter. I also had no knowledge of the Arkansas Department of Career Education – Arkansas Rehabilitation Services and didn’t know what to expect. I happy to report this was probably one of the best experiences I’ve ever had. It was amazing to watch this person who had a disability himself work with others with similar disabilities. Although larger systems impact the isolation of people disabilities, the institutional programs further inhibit the participation in the community. As of now, Anixter is a closed system, standing alone without working with other systems. The only other system that they work with is governmental assistance due to billing. I think it is very possible to provide services for people while at the same time trying to change the systems. IN working with other systems, Anixter can assist their clients in developing skills that allows them to interact naturally and successfully in their social environments.

The Consultants for the hearing impaired are basically the ones that provides direct services for hearing impaired students. They are very supportive of special education or general education teachers. They also provides consultation to educational personnel on behalf of the students that are living with hearing impaired.

Blatt and Kaplan shared the story of one attendant with one assistant who tried, to the best of their ability, to care for 100 severely mentally retarded ambulatory adults. The profession of Speech-Language Pathology is governed by the American Speech-Language-Hearing Association (ASHA), as well as many federal laws, to uphold the best services for the clients being habilitated or re-habilitated. The Individuals with Disabilities Act (IDEA), (PL 105-17), 1997 Amendment helped provide the use of assistive technology devices for all children with disabilities, which was huge in the field for SLP’s. These devices, though the Individualized Education Plan (IEP), made those being treated have more possibility and promise to become the best they could though this additional mode of therapy. Whether it is through lack of knowledge of accommodations or not, the workforce has an overall lack thereof all knowledge pertaining to the DHH community. Several of the experiment participants communicated to a common concern of the major barriers being with communication, especially during meetings but also with other coworkers who are unwilling to accommodate their hearing loss. Moreover, participants of one study published by Haynes (2014) researched the frequency of use and effectiveness of accommodations and strategies, such accommodations consist of speechreading, real-time transcription, and sign language interpreters. Speechreading was most common, but least effective, while real-time transcription was the most effective but least commonly used strategy. However, the study stated that "among sign language users, the presence of sign language interpreters in the room was frequent and perceived as highly effective" (Punch, 388).
The area I am most interested in is working with the hard of hearing population. Living in a hearing world where we naturally communicate we may not realize the difficulties of a deaf person. Individuals with a hard time hearing have to overcome many obstacles. I want to raise awareness in this segment. About 2 to 3 out of every 1,000 children in the United States are born with a detectable level of hearing loss in one or both ears.
