Mr. Vice President, members of U.S Congress, and the fellow citizens of the United States I stand before you to address and discuss the details of the recent occurrence at Pearl Harbor. On the early morning of December 7, 1941, the United States Naval vessels spotted an unfamiliar submarine located at the entrance of Pearl Harbor. Shortly after spotting the submarine it was attacked and sunk by the USS Ward destroyer and a patrol plane. At about 8 a.m. the Japanese planes filled the sky over Pearl Harbor. The Japanese had six heavy aircraft carriers accompanied by 24 supporting vessels and a separate group of submarines that was sought out to sink any American warships that escaped the Japanese carrier forces. The attacking planes came in two waves, the first wave was found on an Army radio station at Opana Point. The wave was thought to be the incoming planes the Americans had been expecting that morning. Japan was at war with China and despite being a military superpower; this war was using up all their resources. When Japan invaded southern Indochina the American Navy had broken the Japanese diplomatic codes and intercepted all the messages that were being sent to Tokyo. I for one didn’t approve of the aggression in China and therefore declared an embargo on Japan. The embargo had permanently stopped all trade with Japan. If they wanted to resume trade, Tokyo would have to end its aggression. Japan had attempted to put an end to this embargo by sending terms the U.S. that was denied.
