Event #1 July 1937: the Japanese Army invaded North China from Manchuria. On the 24th of July in 1941 Roosevelt made a decision to cut off japans oil exports and other assets the United States were sending them. A few other countries also cut off exports to Japan to protest against them for invading China. As a result, Japan lost access to 75% of their overseas trade. This was mainly just the imports they were getting from other countries. This is very bad for Japan because the oil and other things the US was sending to Japan were very beneficial to them in many ways. They used the fuel for ships, planes, aircraft carriers, and tanks that they were using for war.
Event #2 December 1937: The USS Panay was in Chinese waters and the Japanese attacked the Panay via aircraft. This event made President Roosevelt upset and fueled his concerns with Japan. It was not really known if this was an intentional attack or unintentional. The Japanese claimed that they did not know that this was an American ship. They did apologize for the attack and paid for the damage they did. This attack led to the United States to continue to not trust what the Japanese were doing.

Because of this, the United States had to increase military forces in Hawaii. They needed to be ready just in case an attack was to happen. Military forces in Hawaii were preparing for an attack. The Japanese had an advantage because they had many intelligence officers from Japan that were in Hawaii. This allowed for them to go around and locate areas where the U.S. ships and planes were. This was done prior to the attack and, in the end, made it much easier for the Japanese to bomb Pearl
