Burke maintains that society and its institutions should be evaluated through the lens of historical context. He describes the creation of society as such: “the science of constructing a commonwealth, or renovating it, or reforming it, is, like every other experimental science, not to be taught a priori” (61). Political institutions cannot be conceived theoretically where there observable and existing institutions that already exist. They are an inheritance and are rooted in historical circumstance; men are creatures of their time and place. Institutions are created from the past.
